Playgrounds & Predators Bill (part 1) – Federal Bail Petition
Available as of August 01, 2021
Status: Meeting with Members of Parliament, getting ready to submit the paper petition to be
sponsored and certified.
*What are we trying to change?
We want to invoke changes to our Criminal Code regarding bail conditions and requirements for adults accused of sexual offences against children in Canada.
We want to see mandatory minimum statutory conditions when bail is granted, as well as a graduated system for repeat offenders (similar to what you would see with drinking and driving offences)
*Why are we trying to change it?
Currently, bail requirements and conditions are set on a case-by-case basis
There are no mandatory minimum distances an accused or convicted child sex offender is allowed to reside next to a playground, a school, or their victim.
There are no mandatory conditions at all, including not being in the presence of children.
There are no mandatory requirements at all, including requiring a surety or GPS monitoring.
(a surety is someone who is well vetted and generally requires some form of collateral, ie. a property. The accused offender would reside with the surety while on bail)

Playgrounds & Predators Bill (Part 2) – Federal Probation/Parole Petition
Similar to Part 1, except specific to convicted offenders being released on probation or parole.
Max Sentence Petition
Lobby to increase the maximum sentences for crimes of sexual violence against children. Currently the maximum sentence for sexual violence against a child ranges from 10 – 15 years in Canada.
Mandatory Lifetime Monitoring
Lobby to introduce mandatory lifetime monitoring and conditions for serial child sexual offenders. Generally monitoring and conditions of convicted child sexual offenders exist while on probation or parole. Repeat offenders especially require continued monitoring and conditions in order to further protect society.
Funding & Supports for Victims
Lobbying for increased funding and supports for victims is essential. Too often we see victims who are still young children, being placed on wait lists to receive counselling and therapy designed to treat victims. We have seen victims waiting up to 8 months to receive these services. Organizations designed to provide these services are overwhelmed and underfunded, it is necessary to lobby across Canada to ensure better funding and resources are available to Organizations relied on by victims.
Sex Offender Registry
Lobby to introduce a mandatory registry for all convicted child sexual offenders, lobby for child sexual offenders to remain on the registry for life, and lobby to introduce a public registry in Canada. Currently Canada’s sex offender registry is not mandatory for all convicted sex offenders, but is court ordered on a case by case basis. Currently the amount of time an offender must remain on the registry is also ordered by a Judge, after half of the ordered time has passed the offender can then appeal to be removed from the registry. Currently Canada does not have a public sex offender registry, this is only accessible by law enforcement and is not information that is made available to the general public.
All community petitions are specific to an accused or convicted offender and provided to the courts directly. Bail Denial/Revocation Petitions
Provided for repeat offenders to potentially prevent bail release, or have bail revoked when already released into communities next to playgrounds and schools, or when released within close proximity to their victim(s).
Dangerous Offenders Designation Petitions
Provided for offenders who meet some or all requirements needed for this designation with current charges.
Provided in cases where victims and communities are concerned offenders will be sentenced based on their social standing rather than based on the level of harm & violence committed.
